Doge's Elite Gaurds

I've owned Rise of Nations for about 1 1/2 years now, and I just got the demo of Rise of Legends. But I have one question. What is so great about the Doge's Elite Gaurds? I checked the stats, and they have the same health, and the same range, as Imperial Fusiliers, but they have about 5 less attack. So why would you ever get them?

It's been a while, but I think that they have all the tactics by default.

Yes, they do, but Fusiliers do too. They are immune to all permanent powers. (I think.) Is that very good?
