Currently, our core areas east of the mountain range are pretty much fully improved. That leaves us with a lot of workers over in this area. There are also some cities such as the following that could benefit from increased population via worker merging:
Provolutia: Size 4, building University
The Black Hole: Size 8, building Cavalry (has lots of grasslands and mountains to work for shields)
Husborne Crawley: Size 7, building Heroic Epic (has lots of plains and mountains to work for a balance of shields and food)
Spichester: Size 6, building Marketplace (hopefully soon an Aqueduct), (once it builds an Aqueduct it will have lots of forests to work in combination with the food bonuses to get lots of shields)
Delhi: Size 8, building Marketplace, (has hills to work for shields, not too bad with corruption)
