Domestic advisor research/happiness amount doesn't save?

I set it to 20% research from 50% for example it looks like it worked when I turn off the screen but when I end turn next turn it's back to its old parameters how do I get it to save.

Did you ever get your scientist problem figured out? I am having a similar issue, but my slider stays at 0 but cities keep switching automatically to all scientist instead of my manually set taxmen.
