    For nearly a millennia, the city of Sanctus, Domina Mundi, Mistress of the World, has reigned dominant over all the lands under the blue sky. From humble beginnings, the Sanctusian people mastered the forge and then the blade, and soon conquered tribe after tribe, becoming an unstoppable force. Trade from all corners of the world made the Sanctusian Imperium wealthy, the Imperator kept it secure, and since no king could challenge the legions, the Imperium stayed at peace.

    Of course though, it only took the collapse of one pillar to break down the other two. A plague originating from the shores of Lake Koriates spread quickly on the Imperium’s roads, devastating the populace. It even killed the Imperator and most of his sons, plunging the Imperium into civil war. With the legions broken by disease and infighting, those few that the Imperium had yet to conquer (and those who still resented the Imperial yoke) saw that now was the time to strike.

    It is now 974 IC, a generation removed from the Great Calamity. The world is recovering; healthy babies are born once more, crops are grown, and the sounds of life are filling the air. The Imperium is alive, albeit barely. However, after surviving plague and civil war, a new threat emerges after many seasons of good rain and long summers in the north; the barbarian population has exploded, and they are looking for new, rich lands to conquer and settle.

    This is the world you’ve entered. A world of pain and hope, of suffering and of opportunity. Your family and your people look to you to guide them through this trying time. Will you give them a future to fight for? Build them a proud country? Rebuild the old imperium? Or perhaps go further than the old masters did, and create the greatest empire the world has ever seen?

    Welcome friends to Domina Mundi. I am your host, Nuka, and I am delighted to bringing forth this game. Before we start though, massive thanks to Decamper, who provided the map and a good chunk (almost all) of the ruleset, as well as Ninjacow and Omega for their feedback. Shouts out to Crezth, Koi-San, and Southern King for their own contributions and inspirations they provided to the game.

    The decline of the Sanctusian Imperium has given rise to great opportunities for you to make your mark on this world. Before we get into the fun parts of smashing your enemies and building massive churches and/or gladiator arenas, we’re gonna need you to make a sign-up sheet.

    Polis name: This is what we’re going to refer to your country or tribe as.
    Background: Imperial, Independent, or Barbarian. Imperial refers to the forces left behind by the Sanctusian Imperium, usually with a degree of loyalty to the Imperial Senate. Independent refers to independent kingdoms, perhaps former client states or nations that bordered the Imperium (such as Persia compared to Rome). Barbarian are those who never fully embraced settled life (or did so only in small villages) but see the opportunity for wealth and power now.
    Capital name: And if you so desire, a bit of history too. Current cities are probably no more than 50,000 for the most part. Barbarian can disregard.
    Capital Province:
    Identify and name the province your capital is in. Barbarians do not have a capital, but can start in any Barbarian province. Imperial factions can start in either the Imperial homeland or the Imperial fringe.
    Capital Province Holding:
    Silver Mine, Holy Site, Metal Mine, Plantations. See Holdings section for more details. Barbarian can disregard.
    Claimed Provinces:
    Imperial and Barbarian only start with 1 province. Independents can choose 2 Fringe provinces, or 3 Barbarian provinces.
    Dynasty Name: Your family name that will be etched into eternal glory. If you’re Imperial, something sounding Latin would be appropriate. If you’re near the Imperial homeland, something sounding closer to the Romantic languages can be appropriate, but I can be open. For those in lands not influenced by the Imperium, I would recommend something non Latin (Germanic, Altaic, or Turkish would be possible examples)
    Familial Head: This is your controlled “character”. This can be a man or a woman. Specify if Commander or Administrator and what year they were born.
    Additional family members: In addition to your family head, you are allowed 3 additional family members to use. Specify if they are Commanders or Administrator, and the year they were born. You can have additional family members if you so wish, but they will not be able to be used as leaders.
    Religion: The Goddess Eurus or the Old Gods (See Religion for more details)
    Background: This can be fairly basic and straightforward if you wish, but this can be the opportunity to set the foundation of who and what you are. Why are you an Imperial faction so far from the Sanctus? An Imperial colony? A hold out legion? Is your independent kingdom a long time friend (or enemy) of Sanctus? Let me know!

    Religion: Old Gods - The Ennannatum worship of Old Gods differs slightly from the more standard way, in that runestones are enshrined in great granite ziggurats. Votives are left at the feet of these runestones.
    Background: The lands which are now part of the Neo-Ennannatum Empire have been, in Ennannatum tradition, one of the oldest settlements on the continent. Supposedly having a history stretching back a thousand years, there is no denying parts of their cities are ancient, even by the standards of Sanctus. It is not entirely known how many states have existed before the Neo-Ennannatum, but the answer is most likely "many", each simply build in the ruins of the last. This supposed history of the Ennannatum is one of being conquered by barbarians repeatedly, reclaiming independence, of citystates and of empires, theocracies and cabals.
    the Neo-Ennanatum state has exxisted in some from since the ancestor of the current dynasty, Ishar, took up her khopesh against a barbarian invasion in approx. 700IC. since then, the state has been on the periphery, trading in metals and salt with other states. The Sanctusian Empire never managed to conquer the sunken cities - liturgical tradition mentions entire cities shifting underground, while Sanctusii historians mention there was no value in taking the land, and only a half-hearted campaign was led.

    Religion: The Old Gods
    Background: In the northern grasslands, between the Dead Water, the frozen peninsula, and the Balkhash mountains, lies the steppe the Gökan call the Green Sea, in their tongue the Khivkizzim. There is little of value there, beyond hardbitten men and horses bred for generations for war. The feuding tribes of the Green Sea are notorious among their neighbours for raids against the civilised world, and were valued as mercenaries by the Imperium and it's enemies, but with the fall of the Imperium, the siren song of plunder calls to the nomadic tribes, united under their new leader.

    Tzarkash Mengik was one such nad, the eighth son of a clan chief of the Gökan. It is said that his elder brothers cast him from the tribe as an infant to the Green Sea, where he was found and suckled by a she-wolf in the shadow of the Runestone that dot the Steppe. Many tales are told of his adolescence, each more lurid than the last, but all end the same way: He returns after his father dies to slay his brothers for the chieftainship, as is the way of the Greeny Sea.

    His marriage to his bride, a chief's daughter of the Erengi was interrupted by a chieftain of the Shurki, who desired her for his own and kidnapped her. Mengik drew many clans to his side against the hated Shurki, while others fought alongside his enemies. The Long Blood Feud lasted for many years, but in the end, the Shurki chiefs were fed to wild dogs, their infant children split up among other clans, and all the tribes of the Green Sea bowed to Tzarkash Mengik Khan, Son of the Wolf. The only thing that holds the clans together is Mengik's victories, and so he leads the clans out to victory!

    Background: The Vacreaun people were once proud and peaceful people in the southern plains of the continent. They lived a simple life of herding and ranching, and prayed daily to the runestones and the Old Gods. However, citizens Sanctusian Imperium looked upon their fertile lands with envy, and settlers from the Imperium flocked to set up farming communities on their grazing lands. The Vacreaun nomads fought as hard as they could, but it wasn't enough to deter the settlers away. Worse, the violence attracted the attention of the Senate, which responded with the deploying of an Imperial Legion to enslave or wipe out the barbarians that were causing such a ruckus. The war was swift victory for the Imperium, and a bloody massacre for Vacreau.

    However, unlike most defeated people that the Imperium, the Vacreauns had one major advantage; they were nomadic, and were expert riders. While many were enslaved, many more were able to flee to north, to try to live and fight the Imperium another day. There, the Vacreau, while keeping their name, would often interbeed and adopt cultural practices of some of the native tribes, before the Imperium, ever so hungry, would expand north and north, causing the cycle to repeat.

    In some ways, the present day Vacreaun tribe have nothing to do with the ancient Vacreauns besides a name and a language, but some within the tribes hold a seething vendenta against the Imperium which has increasingly forced the people into less and less fertile lands. The Vacreauns are now at the edge of viable grazing lands; they simply don't have anywhere else to go, besides a small crossing to a frozen peninsula.

    Enter Yeltera Köm. The youngest of three daughters to a small but respect chieftan, her bravery and genius was first demonstrated as a youth, where she was able to outsmart and outcon her fellow children and even some adults! Her brashness and guileness had her on the receiving end of the rod throughout the childhood, but even a few punishments never fully deterred her from trying to push her luck.

    Yeltera's guile would show their fruits in tribal skirmishes. As soon as she turned 15, the traditional age of maturity for the Vacreaun people, she joined her elder sister Jaksa as a warrior for the tribe. There, she proved her mettle by using every ruse in the book to outfox her tribe's enemies, ensuring the independence and greatest grazing land for the Köm.

    However, simply being the best tribe on the northern steppe was never really the goal of Yeltera. Every night, she dreamed of the runestones. The Runestones told her she had to ride south, to avenge her ancestors and restore justice to the land. They gave her visions of her people proudly standing over the ruins of Imperial Cities, and also visions of her people starving to death if they did not go.

    In Vacreau, where individual tribes have a form of elective monarchy where the tribe as a whole picks the successor of the chieftan, usually the eldest, competent child of the previous chieftain is picked. And Yeltera's older sisters were not bad in their own right, particularly Jaska, who was groomed to be the next chieftan by their father. But these wild visions backed by bold promises by what was in many ways the most skilled commander in the Köm tribe made Yeltera the clear favorite among the people, and she was crowned the next chieftan after her father's death when she was only 28.

    Yeltera's grand vision was then put to the test. She attempted to unite the various tribes and clans to a common banner under her, for her great crusade against the Imperium. Few heeded the call at first, and Yeltera was forced instead to unite the clans by force. One of the first clans she fought was Smagula. While the tribal leaders themselves did not particulary make an impression on the woman, a commoner retainer by the name of Marshak impressed Yeltera by his own bravery and valor. Not only did Yeltera spare him on the battlefield, but incorporated him into her inner circle. There, he showed the same zeal for a unified war against the Imperium as Yeltera, becoming her most trusted lieutenant. While there was tribal taboo of a commoner marrying a chieftan family, there was no such taboo against simply adopting him into the Köm family, which she did near the end of her unifying campaigns.

    Now, with the Vacreaun tribes finally unified through diplomacy or force, Yeltera, after years of tribal warfare, now feels it is the time to march south against the Imperium, to finally bring the war back to the people who oppressed her's for hundreds of years. This great federation, the Vacreau Teprein, is held together only by Yeltera's charisma and personal military prowness, but that's all she needs for what she sets out to do...

    Background: The Aurutus family has been charged with the administration of southern Inanatum and the protection of Imperial citizens that have begun establishing colonies on the island. Their capital, Altumina Regina, holds one of the only sizable mineral deposits on the southern portion of the isle. Thus, Altumruina (as the region came to be called) has a long tradition to producing fine weaponry in a region otherwise bereft of useful war materials. With these bright prospects, the Aurutus family seemed poised to bring the entire island under the control of the Sanctusian Imperium. However, with the arrival of the Great Calamity saw near total destruction for Altumruina and the stymieing of imperial ambitions further north. Sanctusian citizens fled from other portions of the island for the safety of Altumina Regina, abandoning huge swaths of territory.

    As the Imperium regains its footing, the Aurutus family hopes to receive support in once more expanding control over the island of Inanatum. Imperial holdouts eye the ascendant Neo-Ennannatum Empire warily; it is their hope that Altumruina is given a chance to rebuild properly before any barbarian incursions begin. The aloof Clavian Aurutus seems more focused on establishing stronger connections with the rest of the Imperium while his brother Auguarus focuses on drilling imperial troops. Many praise Clavian for seeking support from the Senate, but the army's loyalty lies squarely with Auguarus.

    Background: The people of Koriates, ruled by the ea Malain dynasty, lives around Lake Koriates. Their ancient kingdom worshipped the runestones long before the Empire came to be, scattering and shattering the old kingdom and dividing it into viceroyships, with the royal family of ea Malain relegated to being simple figurehead caretaker of Ci-Alen. Everything changed when the plague struck, however.

    The Koriates knew that the plague was a punishment--for both them and the Imperials. Imperials for destroying the many runestones and shrines that dotted the shores of Lake Koriates, where the power of the Old Gods are (at least, they believe) are strong and powerful. A punishment upon them too, for failing to protect it and abiding with the word of Eurus. Koriates people died in their thousands, watching both their ancient kingdom and the Imperium to the south burn, sure that this was the end of days. Desperate, the Koriates natives took advantage of weakened Imperial governance and slaughtered them in their thousands.

    Miraculously, the miasma parted. The sickness plaguing the land stopped. Perhaps it was because the natural flow of time burnt out the disease, but the Koriates people took it to be a sign--the Gods were pleased that they had forsook the words of Eurus once more and took up arms against her minions. Now, with the lords of Ea Malain ruling over a remnant of their realm once more, they look to unite the people of the great Lake in order to recreate their ancient Kingdom.

    Background: Lorem was a core province of the Empire for centuries, it was given to the first familial head of the Ipsum family by the reigning Sanctusian Imperator for his excellence as a general. The Ipsum family have been held in great respect within the circles of the city of Sanctus for centuries due to their loyalty, piety and close ties with the Church. The Ipsum family gave large amounts of donations to the local branch of the Church of Eurus, for that reason they built a gigantic temple to her that is only rivalled by the ones in Sanctus. For this reason it is a popular destination for pilgrims on their way to the holy city of Sanctus itself.

    The plague hit the Ipsum family hard, those family members who survived were incredibly sickly and ill. This caused Claudia to rise to the office of Domina at the very young age of 17. While Claudia is known for being extravagant and hedonistic, she is very charismatic and is popular with the people and armies of Lorem. Although one might not expect this, she is also incredibly pious. She believes that she has an "indirect connection" to Eurus and beleives that she was put on this Earth to further the Goddess' will. She is also loyal to both the Church and the Senate, who she believes currently has the favour of the Goddess.

    Castor and Leda Ipsum are twins, Castor is married to Claudia and Leda is his twin sister. Castor and Leda joined the army at a young age, but they proved themselves capable commanders. It is believed that Claudia married Castor out of love as opposed to political reasons. Claudia has formally "adopted" Leda into the family, something that Claudia seems willing to do with people she likes. There is a persistent rumour that Claudia has a sexual relationship with Leda and that her husband approves of it.

    Iuvenis Ipsum is another "adoptee". Iuvenis is the bodyguard of the Ipsum family and acted as Claudia's tutor when she was young. In some ways Claudia sees Iuvenis as a fatherly figure. Iuvenis is also a seasoned commander and excellent fighter, he taught Claudia about fighting and being a military commander. While Claudia enjoys fighting and continues to participate in mock battles within the gladiatorial arena, she doesn't have a head for commanding large scale battles and has decided to leave that to other people.

It wasn't until King Dacius* (Ḍċ̣s) united the ten tribes into one Bucurii state 250 years ago that the imperial government looked northward and began a series of military campaigns to dominate this emerging power before it grew too strong. The First Sanctusian-Bucurii War ended in stalemate, but the Second Sanctus-Bucurii War 20 years later saw a swift defeat of Bucurii warriors to Sanctusian legions in the battle of Daciesci* (Ḍc̈sċ) and an elderly King Dacius eventually offered his complete surrender to the empire after a month-long siege to his capital.

    The Bucurii lands were incorporated into the Sanctusian Empire as the province of Cissilvania, named as such because of its location cis silvam, on the Sanctusian side of the great northwestern forest which came to mark the imperial border for years to come. King Dacius' capital at Daciesci continued to be a city of importance as the provincial capital of Cissilvania under the new name Eurea Cissilvana, now known as Heuresci (Ḥ̇ṙsċ), in honor of the Goddess Eurus. People of Bucurii descent were always a majority in the region but an influx of Sanctusian settlers transformed Bucurii culture over the next two centuries, and when it came to language and religion local traditions were gradually replaced with Sanctusian ones.

    When the empire's control over the province weakened in the wake of plague and civil war, the local administration which by then consisted mostly of Sanctusianized Bucurii nobles declared Cissilvania an independent commonwealth (respublica) with high-level administrator Georghe Silvanescu (Ġ̣rgḣ Ṡlṿṅsc̣) assuming the role of Dictator. A Cissilvanian Senate was established to nominally assume a role similar to the Imperial Senate, but its powers are de facto subordinate to the Dictator. Georghe remains in his position to this day and with his wife recently appointed to the position Governor of Lower Cissilvania (Ċẛlṿṇ̇ Inḟṛ̇r, Cissilvania Inferior) and their two sons on high positions in the Cissilvanian army, the Silvanescu family has a strong hold on power in the newborn state. A neutral position has been taken towards Sanctus where Cissilvania considers itself neither part of the empire nor standing against it, with hopes of forming alliances both with imperial and non-imperial factions alike.

    The Cissilvanian dialect of Sanctusian is the dominant language in the region, and in written form one of its most defining features is the widespread use of the Sanctusian shorthand script which was developed for trade purposes by merchants in the imperial fringe but is nowadays a rare sight outside Cissilvania. In this script, vowels are marked with vowel points (dot) above or below preceding consonants rather than as individual letters in the text. The position of vowel points indicate which sound they correspond to, one above the consonant represents a vowel /e/ or /i/ and one below the consonant letter represents a vowel /a/, /o/ or /u/. Two or three vowel points on one letter mark a diphthong or triphthong, with those above the letter generally read before those below. If a vowel /e/ or /i/ should be read after a vowel /a/, /o/ or /u/ that is marked with an elongated vowel point (acute accent) above the letter.

    19 letters from the classical Sanctusian alphabet are used to write in the Sanctusian shorthand script: B, C, D, F, G, H, I, K, L, M, N, P, Q, R, S, T, V, X and Z.

    In addition to these 19 the long S, ſ, can be found in words where classical Sanctusian uses double S, such as Ċẛlṿṇ̇ (Cissilvania). The letter I is a special case, generally it represents the sound /j/ but it can also represent the vowel sound /i/ as a letter when it stands in a word-initial position without vowel points. H is a silent letter.

    In the spoiler tag below is a table of Sanctusian shorthand letters with added vowel points and a list of all possible vowel clusters each set of vowel points can correspond to. When used for writing in forum posts I recommend changing the font on Cissilvanian words to Times New Roman, size 5 for all letters to be rendered correctly.

    The island on which the Seleucia make their home is called Mauryia and is known for its unique geological features- ring-like ridges, canyons, and steep but low cliffs- the product of an ancient meteoric strike. The same areas are also dotted with a high concentration of meteoric iron and nickel and have provided a small degree of diversity to an economy that is otherwise dominated by fisheries and farming.

    The Seleucia family of the island appended the name of the island to its name to distinguish itself from the Seleucia banking branch of the family, upon receiving governorship of the island 3 generations ago. Over the decades, the Seleucia have grown more and more independent from the Sanctusian Imperium, with little love of the senate or its taxes. Life on the island was quiet and relatively prosperous and its people loyal enough- and the imperium taxed it heavily to support efforts elsewhere. Resentment grew and with the collapse, the Sanctusia were too busy looking inward to consider Mauryia. It was only natural that distance and neglect would drive them to independence.

    Capital: When we speak of Jahanpanah (corrupted into Ianpanus in Sanctusian), we really speak of two cities. Of course, from a distance and on maps and to uncaring gold-dusted hands in foreign, they are one city, situated atop a rocky promontory by a sparkling sapphire harbour, but anyone who has ever set foot there knows very well that it is really two. And the intertwined yet bloody relationship between the two cities mirrors the complex dance of cultural fortunes that defines Jahan today.

    Jahanpanah means "refuge of the world" in Jahani, and certainly, that describes the first of the two cities, the dense blocks of insulae and winding narrows of the older city. Upon the heights of the promontory sits the Cloud Palace, the heart of Jahan's power. From the Cloud Palace's summit, the dreaming Spire of the Moon towers high enough to parlay with the clouds. The official records say that the Spire was erected by Ahsoka, the legendary first Padizadeh. Under Sanctusian rule, the old city was neglected, withering away until it became little more than the vestigial fiefdom of the weak client Padizadehs.

    The newer city is the Sanctusian city, built during Jahan's time as an Imperial client state. It is Jahanpanah's port town, situated by the harbour. The old port town had burnt to the ground as a side effect of the civil war that secured Imperial suzerainty. The new Padizadeh thus gave her Sanctusian legionnaire allies permission to rebuild the city. In the traditional Sanctusian colonial style*, the newer city's streets were laid out in a grid, branching off a main boulevard that ran north-south. These streets were filled with public buildings, baths, theatres, and even an academy.

    But ever since the Restoration, the new Padizadehs have spared no expense restoring the older city to its former glory, and the newer city, its once-proud public buildings now crumbling and left to the whims of the harbour companies, now seems like a wounded upstart younger brother in comparison.
