Domination\Anti-Warmonger Resistance

Playing my first game on a post January build (2-27 to be specific), and either I've misunderstood how things are meant to work, or something isn't right:

I'm Rome, the Americans think I'm my warmongering is about to plunge the world into a dark age, but attacking an American unit, in American territory, doesn't show them as receiving any bonus related to my warmongering?



I haven't captured any capitals, so the old anti-Domination bonus wouldn't apply, but I thought this had been changed to only consider warmonger rating, and so should apply even though I've not taken any capitals.

Could someone explain how it's supposed to work now?
