is there any way you can persway a civ to start trading techs when it says: "dont want to start trading this technology just yet"?
 
This is the excuse that a leader will give you when it thinks that it has a tech that few other leaders have. Note that few depends on the leader: Mansa will always trade, but some others will trade when 30% or 60% (or even more, see Toku) of other leaders know the tech. Of leaders that this leader knows of obv.

How to persuade such a leader? Make him know more leaders knowing that tech or make him lose contacts with other leaders not knowing the tech
 
How to make him gain or lose contacts ?
 
No straightforward way. But gifting someone some good techs (optics anyone?) or vassalizing someone could be a way to make a leader gain contacts, and asking a leader to stop open borders with some others or sinking their caravels with privateers could be a way of making them lose contacts. Obv, I'm sure there are better things to do, like just steal the tech :p

I usually see this message when the particular tech has a World Wonder associated with it that has not yet been built. Even if the civ that owns the tech isn't actively trying to build the wonder, they use this particular line in the diplo screen.

For instance, India will often research Meditation early to found Buddhism while other civs do not take this tech path. Because Shwedagon Paya is enabled by Meditation (even though it also requires Aesthetics) until this wonder if built they will rarely trade the tech.

How to persuade them? If they are your vassal it is easier than if they are not, but even this isn't a guaranteed way to get them to trade the tech.
