If you negotiate peace, you might be able to re-negotiate borders, too. It would be a pleasure to fight for ressources that way. Or you can divide the settle-able area. So that you say: I´ll found cities here and you´ll found them only there! or : "i´ll conquer that city and you conquer those over there.
Surely there won´t be any please inbetween the civilizations that you may cheat with this possibility.
Or at the end of a war, you say: i want this area and you only get that part. Like after WW 1 and 2!
What´s your opinion on that?

I would also like to have the option to negotiate with my neighbours over unsettled land. You could agree that you will settle over there past those mountains whilst your neighbour settles the other way, and agree on a point which neither of you can go past.
Look at Africa in the 1800's and the European superpowers negotiating (and fighting) over huge chunks of unexplored country. And what about North America which was squabbled and haggled over for centuries with some parts changing hands several times?
I like your idea of negotiating a peace and drawing a line, beyond which you cannot pass (although it is possible to negotiate over cities with an enemy after a war, handing back the cities you took for the ones he took etc...)
The breaking of such an agreement could lead to severe consequences aswell, just as if you had invaded the civ you are breaking the agreement with.
 
Great idea, one that many of us have discussed in the past, but the user interface would be a nightmare to implement, and it would probably be difficult to program the AI to be able to participate in such a negotiation without either being a complete pushover or utterly crabby.

and personally... I prefer a crabby AI! - keeps things interesting. :)
 
Thats why I'm waiting for multiplayer! A 16 player MP game - imagine the intrigues and backstabbing there :p
