Ok, Ive just beaten the living crap out of a civ. I have definately taken their only city, so no citizens left over, and captured 2 workers. Just to be safe, I've disbanded 'em too... but still China stays in the Diplomacy menu. Why? It says I'm still at war, their score stays static throughout the rest of the game and their never acknowledge my emmissary - don't I get anything for destroying them? Nobody has even told me I have, but they are definitely out of cities. How do I finish 'em?
 
I would guess they either do have a city left, hiding somewhere where you didn't notice, or that you haven't disabled the restart option and they are wandering around with a settler.

This happened to me once but I managed to sign peace with them and then traded maps with them, and they still didn't have any cities.
 
They most likely have a settler on a galley somewhere.

Same thing happened to me today.
I destroyed the Germans' "last" city, made peace, traded maps, still no German city anywhere.
A few turns later, I was informed that Germans had declared war on the Aztecs (!). Traded maps again, still no German cities...
A few turns later still, the Germans declared war on the French (!!). Traded maps, and there was a German city right next door to Paris (although not for long because the French finally killed 'em off...)

The power histogram shows Germany disappearing and then re-appearing briefly...

Weird. And this was with restarting switched off...:eek:
 
It's not restarting- They simply had a settler running around somewhere.
 
Sounds like a BUG. All units should vanish when the civ does.
 
Its not necessarily a bug but it would nice if all remaining units were destroyed when an empire loses its final city. Its possible that an empire could rebuild somewhere else in real life but in Civ 3 its just annoying.
 
Actually, if the home country is wiped out, the wandering settler could form a DIFFERENT country, but not be considered part of the old country. Example: Troy falls, but Aeneas and his gang went off to found Rome. That would be more logical.
 
That would be interesting... Say if a civilization makes a settler, gets all of it's cities wiped out, the settler makes a random civ in its former civ's culture group.

Example: France makes settler, has 10 cities. Settler walks away, cities are captured. Settler now makes a random English/German/France/Spanish city and creates new civ in game.
