dumb world builder question

Sorry if this question sounds dumb but how can I plop cities down in the World Builder? I can't figure out how to do it bvut I remember it was easy in the Civ III Map Editor. What I have been doing is plopping down settlers and then playing that civ to make them settle. I am trying to create the modern world with all cities, etc. so it would be nice if I could just plop cities like in Civ III. Thanks in advance for any help!

Click on the Player Mode, and in the drop-down menu, choose the Civilization you want to add a city for. Then switch to the Buildings tab, and the very first icon under that tab is City. Click that icon then drop the city anywhere you want it.

You can then switch to Edit City Mode and click on the city. This will let you adjust the size, name, religion, and a couple other things. You can also add buildings and wonders to the city, though right offhand I cant recall if you do that through Edit City, Player Mode, or both.
