Early Great Artist

My neighbor Nzinga of the Kongolese had a Great Artist spawn in 2675 BCE (turn 33 in normal speed). I am racking my brain trying to figure out how that's possible. No wonders have gone yet, so it's not the random great person from Nazca Lines. Her traits/uniques don't seem to lend themselves to this happening. Is there an event? It's not very early Caste System, as she's still in Tribalism. Could it be very early Oratory from huts for a Theatre? What am I missing? (Playing 1.23.2.)
