It says on steam news that the release time now for the rest of the world on Sept 23, 5pm PST about 16 hours from now check that by going to civ5 page on steam store

Yes, you have the chance of being banned, as Steam might think you're account-sharing with someone in the US.

Personally I'm not going to risk it, I can be patient, my Steam-account is too precious.
