Earth 34 Civs?

I downloaded the Earth 34 Civs 3.17, but I just updated to 3.19.

The mod for 34 civs does not work. I searched around this site, but I could find nothing about it.

Is there a patch or new mod for Earth 34 civs that works for 3.19?

The Earth34 map will work in combination with Lt. Bob 's mod which allows for 40 civs.
You can find it here.

If it has a DLL, 3.19 breaks it. Its that simple.

Okay. I know that something caused it not to work, but is there anything I can do? I do not have a good enough connection to download a new mod.

Lt. Bob's mod is just under 1 MB (it's only a zipped new .DLL after all), so you should be able to download in an acceptable amount of time even with a slow connection.
I'm playing the Earth34 map right now (with some modifications) and it's well worth your trouble.
