Earth maps-- static or key number variable?

Only played a few earth map games. Easy question: are the resources and villages always the same, i.e., static, or variable, and change according to the game's seed number {at bottom of advanced game setup}?

I think they are the same, but not completely sure.
 
On earth maps, I don't have a clue what difference it makes with the seed numbers. Key resources, such as oil and alum are on the same tiles. Not sure about goody huts. Only difference I have seen is which civs are selected and their locations. Perhaps resources are locked on both earth maps as they did not want the terrain to be different.
 
I noticed that on the Med map there are no lowlands anywhere - making Flood Barriers unnecessary. I seem to remember on the Earth map there were no floodable rivers. Maybe something is lost in creating these maps vs. random maps, or maybe they are designed for an earlier version of Civ 6 that did not include these mechanics idk..
