    About vassals...
What does it mean when you ask someone for vassal or capitulation and say
"It´s out of our hands" or "Surely, you must be joking" if they only have one wounded unit and one city with your army ready to conquer it?

Please don't start new threads for simple modding questions, and use this thread instead.

There are a number of factors influencing the willingness of LHs to become a vassal in the Civ4LeaderHeadInfos.xml. You can look them up here.

"Surely you must be joking!" means that they don't think that you are powerful enough to become their vassal, or that they are winning the war. As you have observed, the AI isn't always right in that assessment.

"It's out of our hands." means that there is a game rule that prevents them from becoming your vassal or you from becoming their master. For example, they could have a peace treaty with one of your enemies, so they cannot become your vassal because that would force them to declare war on them.

Namely, there're two LH values that influence vassalization: iVassalPowerModifier and VassalRefuseAttitudeThreshold (the latter only regarding peace-vassalizing).

The "Surely you must be joking" is better translated as "you haven't placed enough hurt on us yet". Once you've killed enough of their units and/or taken enough of their cities, they capitulate. And yes, if you didn't kill enough of their stuff yet, they don't care about the situation on the ground.
