Editing Barracks

How hard would it be to make units produced as conscripts, and regulars with a barracks, instead of veterans?

I like the idea of having to fight a war to get a veteran unit, since that is what veteran implies.

Also, can I disable leaders rushing wonders?

I don't think that can be done with the editor right now. What you can do is disable the ability of barracks producing veteran units, and/or change the points of every level of experience, like making regular units the same as conscript.
I've never used hacked editors. Maybe they allow you to add experience level. If that's possible, you would be able to make your idea work. You should check a hacked editor to be sure.

You can do that. Just go to the units window in the editor and uncheck the "finish improvements" box from the leader unit.
