Editing City Improvements in a Scenario

I've started to create my own WWII scenario in Civ II ToT. Is there a way to edit the city improvements so that once I place a city I can give it some improvements? I can't seem to find anything under the cheat menu that allows me to do that. Or how do you give a city improvements in a scenario?

Go into a city while in cheat mode, enter its build queue, and you'll see a button at the bottom that says "Cheat!" - If you press this you will automatically build whatever is selected. You can then copy improvements of one city in another by hitting ctrl + shift + c while on a city and selecting "copy city improvements."
