Does anyone know of a program where you can design scenarios for Victoria 1? I'm aware of the other method, which requires a decent ability to edit text files.
Also, does anyone know the event code(cheat code) for getting ship hulls for steel ships, as it doesn't seem to be posted anywhere that I've seen.
