Editor to change the effect of nuke...where??

is there any where an editor, to change the effect of nukes, like the power and the reputation??

No, nuke effects are pretty much fixed. About the only thing you can do is to give it 'hidden nationality' which would remove the reputation hit.

Can you tell me how?....or at least one URL to get the editor?

The editor comes with your game. On the units tab, you can choose Hidden Nationality for the units. Beware, the AI may freely use these then as it doesn't cause a war.
