Creating Scenarios
Is there some way in the editor of making a certain civilization to set up in a certain place. I know that you can place player starting locstions but any civ can set up in them.

At the moment, no. Firaxis has provided a Map Editor in which you can also modify the rules, but no Scenario Editor. Apparently they are working on it and will release a Scenario Editor as a patch sometime in the future, but no word as to when.
