When a city is attacked and subsequently damaged, does it loose benefits of certain buildings inside the city (bank, temple, etc) as it takes damage or are the benefits of the structures only lost when the entire city is destroyed/captured? Thank you.

Damage done to a city does not affect the usefulness of its buildings in any way, AFAIK.

In past versions of Civ, I believe III and IV, it used to be that every time a city was attacked with a siege unit, there was a small change that a building was destroyed, but this mechanism was removed in Civ V.
