egyt is...settler rushing me?

So i am playing a tiny map, 4 people, (regent) egyt is my neighbor. oh course they are idiots and decide to attack me. i see the chariot, i am like...alright i have numidian mercenaries...and then i see them...attacking me with spearman settler stacks....
i don't get it? it is early in the game...and its not like i have settable land in the middle of my territory...
is the AI really that dumb? i had confidence they weren't THAT bad

They will send out setters with escorts and they do not care if they cross your land or not.

The AI always does it, in the middle of a war, map crowded with Cavalry and a space opens up. Out from a town pops a settler and a spearmen ... woowoo free workers again.

If you think *that* was stupid, you should have seen the other day...

I had a numidian merc fortified on a hill in an unoccupied part of MY continet, watching over to avoid more barb camps, while I sent a settler. Then one AI which I was at war with, sends a swordsman and a settler on a galley. I didn't notice when they landed next to the NM, but the next turn the swordman attacked him! He lost and left his settler undefended My easiest two slaves.

BTW numidians ARE awesome. Congrats on your choice for Carthage
