Elephant and Camel Units Should be Accessible Based on Resources.

Now that resources are more split by settlement type than purpose I feel like your cavalry units should depend on which animal you have the most access to. Elephant and Camel resources should provide combat buffs like Horses do while Horses should also provide a Economic bonus like Elephants and Camels do. I like seeing how Civs evolve to fit an enviornmental niche and local wildlife is a huge part of that.

Horses could provide food to Farm tiles, Elephants could reduce the Strength of Units with less base Combat Strength than them and Camels could move faster in Desert tiles. Heck even Sled Dogs would be fun, have them increase Infantry Movement and HP regen in Snow and Tundra.

It is strange that camels have a resource provision bonus but that horses don’t seem to have any equivalent.

I mean it could be a feature but they'd have to nerf it as it would be their secondary feature while its camels' main thing. They gotta distinguish the resources somewhat
