Do I always have to adopt emancipation to avoid unhappiness?

you can switch the other civs to another civic via diplo or spies, that way you won't get an unhappy bonus anymore

What civic do they have to switch?

Any labor civic. Also, if one enemy has monopoly on Demo, it might not be worth the trouble to change yet - especially not using CasteSystem for a cultural... instead turn up the slider and watch your happiness rise due to theaters and radiotowers.
