how does emergent status affect leaders?
minor can be changed out if one accomplishes certain goals i believe.

Actually its switched. Emergent Leaders gain a trait over time depending on actions. Minor Leaders take a penalty to civic upkeep IIRC, and they lose this penalty when they have a total of 4 cities.

Minor leaders have no penalty whatsoever, actually. They're just standard leaders, that do not appear in FfH.

Emergent leaders are also non-canon (aside from Scenario leaders), but they gain traits as you play.

Not particularly. Meant to go back and add another trait to them, and neglected to do so. Some of those will be emergent soon, others will gain a trait.
