Empire resources - cumulative or not?

In latest patch 1.2.5, are effects of empire resources like gold, silver cumulative or not?

Iron, horses, niter for example increase unit strength +1 until max of +6 is reached.

If they are not, then there is no point in having more than one of those?

They are, as far as I know.

Yes they are, with no limit on how many you have.

What about Rice and other similar resources?

They work the same way, first rice gets you +5%, second adds another +5%, etc. Rice is potentially the best resource besides camels in my opinion.
