The simple matter is the idea of building warriors or whatever to conquer someone after they use their hammers on a wonder is a balance issue.
I think the unique passive needs to be only given to the builder. This stops people from blindly targeting cities building wonders because all they would get is the base yields and tourism. They wouldnt get empire wide buffs.
It also makes sense historically. Someone that finds the hanging gardens will be like "oh wow. I don't know how they did it but its pretty dope." More food.
EMPIRE WOULD NOT BE BETTER AT GROWING.
Now building it would be "Oh wow, we somehow made exotic fruits and vegetables grow in this barren land. We can use this technology nation wide since it took hundreds of our citizens to craft it and now they are all subject matter experts."
