In exploration age, I have eliminated two Independent Peoples but the towns just remains there unchanged but empty and I can't do anythng.
It still has a range that prevents me from settling a new town.Is there a way to disperse it and get it off the map, or to take it over? I don't see any options anywhere.

Move a unit on the tile. Click on the "disperse" button. It looks like a dot with four arrows or lines coming out of it (almost like an X at first glance).

Note that you need a military unit to disperse an encampment. You won't be able to perform the action with a scout.

I've seen multiple cases where the IP territory stays on the map after the encampment is dispersed. it's a bug that's out there...
