Enabling more than 18 civs WITHOUT bts?

Short version: I have Warlords but not BtS, and I want to make a map with 23 civilizations on it (not 24 - screw the Celts). I understand that this will probably involve recompiling a .dll and stuff.

It's the same process as for BtS. Only vanilla has issues, because it has the value hardcoded in the exe.

It's the same process as for BtS.

The only "process" that I was introduced to consisted of downloading a BtS-specific .dll file.

There are also Warlords DLLs, but they take more effort to find because virtually nobody uses vanilla and Warlords anymore; they might not be updated to 2.13 either.
