End game weirdness

So I'm playing a Domination game on an Epic map. I've take possession of every planetary system. That leaves six systems of Dark Matter. For some reason, instead of flying off the Southwest corner like all the other defeated faction, the last fleet that I defeated retired to one of the Dark Matter systems. That empire shows as controlling -2% of the map. Now THE GAME REFUSES TO END. I've thoroughly explored all of the systems around the periphery to make sure I didn't miss any outlying systems. (I didn't.) I've tried to occupy the Dark Matter system where the last enemy fleeti is sulking. However, that fleet is content to peacefully coexist in that system. I've run out of ideas for how to make the game end.

Anyone see something like this before? Anyone have a solution to force the game to end?
 
Domination only requires that you capture every homeworld. So you should have triggered a domination victory long before you actually conquered every planetary system. Sounds like a weird bug to me.

The exception to the "every homeworld" is the Epic map setup. That one requires that the player capture EVERY planetary system. (Which I have done.)
