Is it very rare that another country will declare war on another. I've only see it happen once or twice and the war ended long before destruction of either of the countries.

I was hoping for a bit more entertainment :)
 
Well, it has happend to me sometimes, but the doesnt even look at each other... They dont attack or capture any cities, they're just at war, I think it's pretty lame :p
 
There are a good amount of "fake" wars in this game. Two civs will be at war, but not really do anything. There are also a good amount of real wars however. It's difficult to see them take place since you don't see the AI vs. AI fights (which is a bummer). They do capture each others cities though. If one civ declares on another civ who is behind in tech, they usually take them out.

"Fake" wars can happen with the human too. If an ally asks you to go to war with someone on another continent (before astronomy) - why not? This way you won't take the diplomatic hit (with your ally anyway), and nothing will really happen.
 
I've rarely seen AI vs AI wars, certainly not in the same aggressive way like in Civ2, but they do happen. Even had a few civs wiped off the map (usually the poor Japanese, for some reason) without my 'assistance.'
 
The AI can't handle a war with a civ on another continent very well. Many fake wars have to do with being on different contintents. On a pangea map the AI is much more capable.

The AI declaring war to someone is influenced by many factors: personality of the leader, diplomatic modifiers, room to expand,...
So in certain games you will see the AI's declaring war on you and eachother very much, while other games can be completly peaceful...

In my opinion, there is nothing faulty with the AI's tendency to declare war or not. Every game is different...
 
Good point, if you want more war just pack more civs into a smaller map size. When everyone runs out of room, watch the fireworks.
 
If genghis is on a small continent with a few civs that like to build, chances are he's all too happy to profit from the civs' building work. The problem is they usually put too much effort in futile inter-continental wars I think.
 
Use the Aggressive AI's option. Yes they will be more aggressive to you, but they will also declare more wars amongst themselves; on a recent game, Kublai Khan was on the verge of a domination win after conquering Tokugawa, who had earlier conquered Montezuma's lands, who had conquered part of HC's lands, who was weakened after Alexander declared war on him 4 separate times. ;)
 
The way that wars are conducted and resolved is acctually probably more realistic in Civ IV than before. Granted, they could be a little more frequent, part of the problem is that the map simply is not as crowded as the real world map is, thus most countries simply lack the need or desire to go to war.
