Enemy civilizations you are at war with do not attack your apostles with military units

    I'm not entirely sure this is a bug, but considering barbarians had no qualms about killing my apostles, I think it is. Basically, I was at war with Arabia, and I could freely move my apostles through their border without any fear of attack from military units (their apostles still attacked mine). Their units could surround me and it wouldn't matter, they didn't see my apostles as an enemy.

    Also, another bug I found, I made peace with two city states during that war while Arabia was their suzeran. The city states were not locked at war.

    The apostle behavior you observe is not a bug -- religious units can only be attacked by other religious units (strictly speaking, only apostles and inquisitors can initiate theological combat), unless you are actually at war with another civ -- when you are at war with a civ, your religious units (like your other civilian units) are fair game for your enemy civ's military units.

    On the CS "make peace" issue, are you sure that Arabia was still their suzerain when you made peace? If another civ matches their number of envoys, no one is the CS's suzerain, and you can sneak in to make peace.

    That's the thing. I was at war with Arabia, and they ignored my religious units with their military anyway. Barbarians attacked my apostles, Arabian knight UUs did not, even when my apostles were deep within their territory and they were at war with me.

    If the devs want to dig into that behavior, posting a save file is always helpful.
