Anyone seen this message before?

I am playing 3.13 (can't get the 3.17 patch to work). No mods. Emperor, Large, Hemispheres, standard # civs.

Current game was at war with Brennus, Qin, & Toko. I had captured Uruk quite some time ago. Finish my turn. Watching all the messages of my Paratroopers (G3 fortified on a hill in the middle of Brennus' territory) kill off all his old cavalry. When I see "Enemy Infiltrators assassinate the governor of Uruk". Weird. Did not know that was an option with spies. Not sure what it has done, except make me have to mico-manage that city. Anything else that it might have done to the city? Buildings were still all there. No poisioned water, no unhappy.

Sorry do not have a save.
 
I had it happen to me once, it seems to be the "incite revolt" mission. Of course though the AI isn't smart enough to use it to take out cultural defenses and attack...
 
It's the "incite revolt" mission. My friend did it repeatedly to me on the early 18 civs map when my shrine city that I captured (mecca) was netting me about 200 gpt after modifiers. Kind of annoying. Fortunately, he was too weak or ill-prepared to actually declare on me.

I have played for years (since the original Civ). Got Civ4 & BtS the days they came out. Just goes to show how inept the AI really is since this is the first time I have seen this event.

Ha ha, if someone did that to me more than once I'd probably start devoting all my resources to wiping out the "problem" as soon as possible. :p

I sometimes reward unprovoked spy attacks with a radioactive, um, "fireworks display" over the perpetrator's cities, if you know what I mean.:mischief:
