[MODCOMP] Enhanced City Revolts

    With this mod cities can revolt from starvation and/or unhappiness in addition to and independent of cultural pressure. When they do for a second time, they flip to Barbarian control. The City Garrison promotion line helps decrease the revolt chance of a city. For easier reference units now have their garrison value displayed in their tooltip.

    Credit goes to the makers of the Planetfall mod, from where I blatantly stole this mechanic and turned it into a stand-alone component.

    Thanks for the praise, but really all I'm doing is taking mechanics I find hidden away in old obscure mods, isolate them, and release them on their own for easier merging with other mods. The real coding work was done by the creators of the excellent Planetfall mod.

    yes, i know planelfall,
    it had some neat game style.

    theres plenty of great stuff in old mods, waiting to be extracted :)

    im just happy, civ4 still has some people to work on it :)
