Enhanced Region/Pantheon Bug!?

I thought it was intended that when a player enhances a religion, no new pantheons can be founded. I've always seen pantheons being founded way after I enhance... :rolleyes:

The most annoying thing is when I painfully convert an entire other civ (say on a different continent) who hasn't founded either a pantheon or religion to my religion, only to have it overthrown by that civ founding its own pantheon, then all of its cities are half his new pantheon, half my religion, and... I lose all the pressure seeing as my religion is no longer dominant in any of his cities.

Is this a bug? :crazyeye:
 
The in-game text is misleading. Even if someone enhances early, if the aggregate number of pantheons (both stand-alone pantheons and those incorporated into a religion) are less than the number of religions that can be founded, someone can still found another pantheon (up to pantheons = max religions). So, for example, if you are playing a lightening-quick religious civ on a standard map (max 5 religions) and you found and enhance quickly (maybe with the HS Great Prophet), but only 2 other pantheons have been founded (and no other religions), then two more pantheons can still be founded.

Also, as noted in another thread, even if you don't get a pantheon, but do get a GPr when another religion can still be founded, you can use the GPr to found a religion, at which time you will be required to select a pantheon belief, along with your founder and first follower belief.
