This sounds like a cool idea, though it would need to be fleshed out and altered a bit to fit. But I also think it might be beyond the scope of the mod.

I've been definitely thinking about this for some time, but I realized the AIs wasn't flavored to deal with this until the DLL-based Event System came along for the CP.
