Enormous production from capital?

Observe the images below. Why is my capital producing so much? What is the +100% modifiers? Why does one screen say 24 production and the other 64? No other city makes anything like that much.

Did someone declare war on you or did you liberate a city within the last 10 turns? That's Australia's +100% production bonus in play most likely.

There have been a war or three recently started by others. I wish the game would tell me what causes what so I can do better strategy.

But why the 64 in one screen and the 24 in the other?

I notice you're building a university in Canberra. Was there a World Congress resolution to increase campus building production by 100%? That's a popular on the AI (thankfully) votes for.

That's possible, I remember I voted that way recently. I can't remember what the AIs voted for, but they usually go for city centres for me.
