No, you are right. It's probably too powerful in the hands of the human player.
It was meant to compensate the fairly poor production in your original cities, but as most human players will conquer more productive ones from Cordoba or another civ, it can easily get out of control.

The (independent) Vikings settled a Great General for me in Uppsala. That means City Raider II Huskarls! Too bad Uppsala will disappear in the 1200s.
 
A win and a "fail". That the game gave me a free GG and that the game will take it away from me later.

I am proud to my Ottoman empire. Its close to be a Roman empire. but stability is at the limit. But at least i rule the Mediterranean area.

Why is there +1 science from the wonder?
I don't think that was a bonus for it in any version.

EDIT: or is it an effect of another wonder?

Yeah, I wanted to ask whether you had the wonder or not, but thanks, at the moment I'm a little confused with wonder effects in different versions of the mod :)
