This is based on a civ3 scenario by Ed O' War and i have no claim on the idea. I'm just making it into an NES.

Story:

Date: January, 2013

Two years after America collapsed into chaos, Europe followed. With Asia wrecked by the Eastern War and America in anarchy, almost all global trade stopped. The Europeon Union, once a economic force, became a United Nations of sort after the UN collapsed. For a while this worked, but after the detonation of nuclear weapons in the Americas, the stock market collapsed. With growing economic anarchy, food shortages as more people fled into cities, and numerous terrorist attacks and political assassinations, the governments of Europe, northern Africa, and the Middle East collapsed. The people began turning to gangs to restore order to the ruins of Europe.

Create a faction out of this anarchy, form an army, and remold Europe into your image.

Government (dont have to get too complicated, after all you are a despot no matter what you say your government is. Perhaps later a new democracy could be formed once someone has enough power)

IMPORTANT: Please provide background information with your faction: ideals, goals, foundation, type of members, etc.

-Types of Soldiers-

For once i am using numbers for military levels. Some can only be gained by salvaging military bases, while others can be trained, built or recruited. Some are better than others at different attributes. Here's the list.

Land:

-Militia: Conscripts from City population armed with handguns, hungting rifles and other civilian weapontry. 1000 availible to produce per city

-War Vets: Veterans of the Eastern War, hired to fight for their warlord. 250 to be produced per city

-Heavy Weapons: Well armed, well trained troops. The best infantry there is. Armed with modern anti-tank, anti-personell, and anti-aircraft weapontry. These can be created only by salvaging weapons from military bases (number of men created determined randomly)

NOTE: All tanks are especially effective against infantry qith exception of Heavy Infantry.

-Technical: Only "tank" that can be built. Modified SUVs armed with heavy weapons. 10 can be built per city.

-Armor: Tanks modern by 60s or 70s standards. Can only be gained by salvaging.

-Modern Armor: Tanks equal to pre-Collapse armor. These are very rare, but 1 Modern Armor is the equal of 50 technicals. Can only be gained by salvaging.

Sea:

-Technical: Armed speedboats, the militia of the sea. Also these are the only boats which can be built. 10 can be built per COASTAL OR RIVER/LAKE SIDE city.

The others are salvagable and will be chosen randomly when you attempt to salvage for a navy. Listed Here: Submarine, Battleship, Destroyer, Aircraft Carrier

Air Force:

-Technical: Converted civilian planes, armed with machine guns or other light weapons. 15 can be built per city

-Fighter: Out of date piston-engined fighters dating back to World War 2 style craft, can give support to attacking troops. 5 can be built per city

-Jet Fighters: Modern fighters. Can only be salvaged. They are rare when salvaging, however when found are in large amounts.

Salvaging

As mentioned above, you can salvage to gain better weapontry. By doing this you forfiet growth of economy or any other stat, but you have chance to gain relatively advanced weapons and gain an edge on your rivals. All salvaging is completely random as i have a system which determines the amount of weapons gained with each salvage order. You could gain a plethora of modern armor or you could gain a additional economy level from a surplus of a resource, or you could gain absolutely nothing.

When you salvage you must say where you are salvaging, after a while areas can run out of salvageable weapontry and are no longer of use, so you must continue expanding.

RL military base locations also have an important effect on salvaging, as a military base can yield great amounts of weapons or at worst case, a nuclear meltdown.

Nationality

Unlike North America, Europe is a diverse land of many cultures, langauges and people. Every Faction must state its Nationality based on where the capitol city is. Cities with different nationalities are more likely to fight against occupation.

Battles

Battles are determined by the units in battle, the tactics described by the commander, and the terrain in which it is being fought. There is no system, but i have learned my lesson about playing favorites and i garentuee that all battles will be determined by logic and reason.

Outposts

You may spend an city's production to build a fortified outpost somewhere near your cities or even far away. Though it helps if it is on a transport route, they dont have to be and it can be stradegically vital to not be. Just state about where you want your outpost to be (has to be within reasonable range of one of your cities) and i will place it there the following update.

Spending

Each city has production, unless ruined by war or nuclear weapons. The more cities you have the more troops you can produce per turn.

Nuclear Weapons

With the destruction of Salt Lake City in the United States, the Europeon Union banned nuclear weapons among its members. However some nations secretly kept their arsenals while Middle Eastern nations continued nuclear research, the locations of silos and research facilities were forgotten. A adept warlord would look for the missles to gain an edge over his rivals.
You can nuclear weapons by rare chance while salvaging or by spending 12 city production to gain one (can be spread out over several turns), A nuke can level a city, outpost, army, or mess up transport routes for many miles. BE WARNED, if a city is nuked it can no longer function as a city for any faction.

Cities

Simply, the more cities you have the greater your production and the more troops you can produce per turn.

Victory

Unlike in most story NESes, you can win this one. To win, you must declare victory. At maximum only two players can declare victory to win the game together.

I think that about covers all the rules PLEASE READ CAREFULLY ALL THE ABOVE RULES. If you notice a mistake or need a clarification just post and i will adjust the rules to satisfy you (if within reason).

January, 2013: Order has been restored in some portions of Europe as the Kingdom of Britian, Hamass, the KUR, Cossack Union, the Golden Monarchy of Egypt, the Trirumvate, the Kingdom of Scotland, and the Papacy arise to gain control and bring conquests or honor to their factions. Hamass takes control of Beruit and Haifax. Kingdom of Britian occupies Cardiff and Liverpool. Papacy takes control of Naples. Cossacks conquer Kiev and Smolensk. Triumvate conquers Marsellies and Zurich. The Golden Monarchy of Egypt takes control of Port Said, Suez, and Alexandria.

Febuary, 2013: Golden Monarchy of Egypt gains power in Kuwait City, Benghazi, and Aswan. Middle Eastern Union is formed between Hamass and the Golden Monarchy. Kingdom of Ireland arises in Dublin and soon after takes Belfast. Scotland takes Aberdeen. The Triumvate takes over Nantes and Brussels. The Fourth Reich is founded in Berlin and occupies Hamburg and Vienna. Odessa and St. Petersburg are conquered by the Cossack Union. The Cossacks have luck in salvaging, gaining a nuclear missle. KUR occupies Goteborg and Oslo. Hamass gains power in Baghdad and Antyla. The Papacy has grown by taking Milan and Venice.

March, 2013: Fourth Reich occupies Warsaw, Amsterdam, and Budapest. Palermo, Belgrade, and Caligiari claimed by the Papacy. KUR occupies Rejikavak, Stockholm, and Trondheim. Golden Monarchy of Egypt has taken the cities of Al Jawf, Argo, Halaib, and Riyhad. Cossack Union gains control of Minsk, Volgograd, Bucharest, and Arkhangelsk. Triumvate occupies Pamplona. Hamass conquers Ankara, Tehran, and T'iblisi.

April, 2013: Hamass occupies Nicosia, Basra, Bandar-e-Bushar, and Kashmar. Masses of people assemble in Greece to begin an invasion of the Holy Land. The Papacy takes over Tripoli, Tunis, Athens, and Sofia. Cossacks take Tallin, Riga, Murmansk, and Samarra. Egypt takes Muscat and Dungola. Minor skirmishes occur near Tripoli between Egyptians and the Papacy forces. Kingdom of Scotland takes Libson. Triumvate takes Madrid. KUR takes Helsinki and Oulo.

May, 2013: Athens nuked by Hamass, trying to weaken the Crusader army. Papacy takes over Algiers. Egypt captures Tripoli after defeating a Papacy army near Benghzi. Triumvate attacks and occupies Alexandria. Ireland takes over Gilbralter. Fourth Reich takes Casablanca. Kingdom of Britian takes over Senegal. Kingdom of Scotland takes over Las Palmas. Crusader army takes Ankara and choas resumes in the city.

June, 2013: Kingdom of Scotland and Kingdom of England reunite into the United Kingdom. As a side result the KUR took over the former Scottish controlled city of Las Palmas. Crusader and Hamass tanks battle in Turkey, resulting in a Hamass victory. However, the Crusaders eventually took Antalya, destroying the city. Hamass restores control to Ankara. Triumvate takes over Istanbul. Egyptian counterattack repulsed from Alexandria. Golden Monarchy takes over Qushin and Sanaa. Egyptians and Papacy battle it out in Tunis.

The world was turned into a place full of warlords becuse poeple no longer belived in that the kings where placed there by god, now the poeple must turn back to nothing more than listen to the godly chosed king.

Founded by a former Scottish military commander in the British Army (dismissed and went into hiding in the Highlands after murdering another officer), the Kingdom of Scotland was formed immediately after the collapse of European society. It's short-term goals include uniting all of Scotland as a single nation, keeping the English hordes to the south from conquering them, and conquering and recolonizing Ireland as part of their nation. Members include several Scottish clans, as well as war veterans, former Scottish Secessionist members, and sheep farmers.
