Error loading Shader Libraries

I've tried downloading DirectX, and some .dll files, and yet I still got the same "Error Loading Shader Libraries".

I just got the game, and dl+installed the 1.61 and 1.74 patches, that's it.

Help?

I also have had the same problem. I have reinstalled the game 3 times Today. Anyone have a solution.
