Error trying to connect laptop at the internet cafe

Okay,

So I'm in Africa, desperately trying to get a decent browsing experience. However, since recently, I've been unable to connect my laptop at the local internet cafe. My laptop uses Linux Mint, and whenever I try to ping the site of my employer I get an error message that the ICMP (?) packet has been filtered by some IP address (172..... something, I've saved the address on my laptop, but of course I'm not using that right now). Whois says it's in England. My work is in the Netherlands. Moreover, if I use my mobile USB modem to ping the website I do get a normal response.

Any idea what might be going on? Any tips to deal with the problem?

P.S. If the exact error message would be useful, let me know, I'll connect my laptop with the USB modem on a time when the connection is okay, and I'll copy paste it here.
 
The exact error would be good, but just from the sound of it, it looks like there's some filtering going on at the cafe.
