A tsl map should be exactly that and focus on ancient civs and the original inhabitants of an area. Newer civs should only be used to balance out.
In north America you should have the Shoshone and the Iroquois. Central America either Aztec or Maya your choice. South America should have the Inca and Brazil.
Europe should have England France Spain. I leave out Portugal and Germany for spacing issues. Include Rome Greece and Byzantines.
Asia should include Russia china Japan indonesia and India.
Middle east should either assyria/babylon and Egypt.
Africa should include morroco and Zulus and ethiopia.
That's 21 civs.
Asia is a little sparse so you can include your choice of persia, Mongolia, Siam or korea.
