Actually your sentence "je ne fais pas" is slightly and grammatically incorrect here. You cannot translate litterally from English to French. In fact, "je ne fais pas" would rather mean: I don't make. So it would be something like:
Does somebody speak French? I don't make.

Doesn't make sense, does it

It should be: "Pas moi" (= not me).

Moi je parle un pue de francais ,je comprend le francais tres bien ,quand il y a un person parle le francais au moi ,ne pas tres vite.Mais ca ne vas pas trés bien pour ecrire ,mon gramaire ne pas tres juste.Ca va pour moi pour participe dans un conversation simple ,mais ecrire une bien lettre est jusque trôp difficile.

Efin ,ou habite vous en France ? Dans le nord? Moi je habite dans une ville en flandre ,jusqeu 20 kilometre au nord du Lille.

Want hier komen ook veel nederlandstalige mensen and die vinden het dan wel ook eens leuk om in hun eigen taal mensen te praten.

No it's not.
In the way that his sentence is written, both somebody or anybody can apply.
"Je ne fais pas" as Genghisk wrote, is equivalent to " i don't make", but is also equivalent to " i don't do". Both apply here. And both are not what he most probably wanted to say.
IMHO he wanted to write " Je ne s ais pas" which means " i don't know".
