At this moment, I haven't got a clue how the module system (in BtS) is working exactly. Anyway, I *did* read somewhere the Civ4CityLSystem.xml file falls outside the scope of the module system, so chances are slim if this is true. But I don't think adding modules to this mod should be a big problem. It only has 4 xml files, and I reckon the Civ4CityLSystem -and Civ4PlotLSystem files won't ever need changing. GlobalTypes and CIV4CivilizationInfos should fall within the module system.
