I am playing Civ6 with all packs.
I was playing with Portugal, going for a diplomacy/trade game and I got a request to boost masonry early game. But I did not have ressource to improve. So I got the idea to send a builder to an allied city state to improve its stone and get the Eureka.
Turns out it does not work, I improved its stone but did not get the Eureka therefore I did not get the envoy. I must admit I was unsure it was going to work but I am still disappointed.
Is it intended or is it a bug ?
In both case I think it would be way better if this mechanic worked. It is no OP, very situational and allows to get out of a city state request you would not be able to fulfill in a pretty balanced way cause a builder charge is pretty expensive early game.
Also it i logical, RP and makes sense.
Did any of you had the same problem ?
