Europe Victory?

Okay, most of the "new" victory conditions are rather intuitive, but this one has me baffled. It's probably something pretty simple, but would someone please tell me what the "Europe" victory is or how it's accomplished?

I'm using Dale's Mod of course.

It's the King's victory. IE: you do not defeat him in time.
