Excess Food to Production

I just got CIV IV Gold (A friend loaned me his copy of CIV IV to try). For some reason my cities are turning all excess food into production stunting my cities growth. This is happening to three of my four cities. How do I fix this?

Are the cities producing Workers and/or Settlers? They no longer remove population when built; rather, they stop the city from growing by consuming excess food.
