[Vanilla] Exiles are owning me

I'm playing version 40 (no SVN updates) and I'm getting destroyed by Exiles: they are destroying every improvement that I make and I cannot see them.
I have watchers on the same tile,on which I know that there's an exile but they can't see them. Also built the lookout building but I don't think that helps.
The tech to get the trained dogs is still far away.
Is there a workaround?

All suggestions are welcome

PS: I'm playing on Immortal difficulty

Assuming you're playing with the c2c options for more hidden unit options-

From memory, watchers view the purple invisibility (disguise?) while exiles have the green one (camoflague, iirc); scouts (when upgraded) and many subdued animals have good camoflague visibility before you have access to trained dogs, so pair a military unit with a spotter and hunt down those troublemakers!

I don't think that I have more options for hide and seek (here's the picture for the options).
I will try with the scouts to see if it works

Go for thieves. Just one should be able to see other criminals if you aren't on Hide and Seek. Might add a bit of crime wherever they are but they would make an easy to train early spotter.
