Most times I try to get all available land under my command. After there is no more land I make my move against my enemys. I don't no how do you like to attack but best way is get lots of troops mainly the best what you can get. Then attack. I use to attack against the my strongest enemy but not all times is works. Sometimes I lose some citys but it worth if you win. And when the enemy is down then gather your troop and attack next one.After many wars you propably contorl most of the land, I think that 50% to 75% is enough.

I voted "other" because I use a little of all of three. Expand whenever possible, alternate growth/fighting when I run up against a competitor. And early in the game, even before all the land's taken, i look for oppurtunities to strike a weaker opponent, even if conquest isn't likely. Just slowing them down helps. I find civ3 really promotes this with battlefield promotions and GL's.
