Resources are "concentrated" around the starting positions, there are 18 resources of each type and 18 players, only thing is you don't have one of each.
India for example controls where most if not all the rice resources, Incense in Arabia - well I won't spoil all the surprises. The trick is you have to trade; to be nice.. or to invade.
Other than the resource concentration no other rules have bene altered, except no-one starts with any technology.

EDIT: play tested a bit and needed to tweak France.. they were *way* too powerful
