Expanding the border multiple tiles

Just started playing and i thougt i understood boarder expansion untile i saw assyria doing this. How can they expand their boarder multiple tiles without building and improvement?

You can straight up buy tiles if you have the colony law. There is also the "border expansion" bonus card that grants extra tiles in each of your cities. A few events can also give you extra tiles, but these are not available to AIs.
Is your screenshot coming from a Multiplayer or a single player game ?

Yes, the pigs would be grabbed automatically.

Actually, only tiles 3, 4 and 5 from your illustration would have to be bought or granted by an event or the bonus card : not only the pig tile as a resource would be grabbed automatically, but water tiles are also automatically grabbed if you own 2 or more adjacent land tiles, and that would be the case here for both 1 & 2.

1&2 could be these ones as well then.
The other ones had to be part of the city limits already.
